General Payment Rules EFFECTIVE FROM 28/06/09 @ 14:50 GMT
C1. Monthly wages are paid out on the 1st of each month based on level and clan rank at the time of payout.
C2. If you join the Clan within a month before pay day your wage will reflect the portion of the first month you joined.
C3. Trial members are not entiled to a wage in the first month if they complete their training after the 28th of the month
C3.1. The table below relates to the ammount of wage recieved in the month of joining by new members only after completion of the 7 day trial period.
C3.2. All members that have been with the clan for longer than 1 month are not affected by the table below.

C4. Payments of wages are based on 2 pre-requisite criteria. Your [minimum tax input + minimum experience points input] = total payment
C4.1. Pay is subject to 2 pre-requisite criteria demonstrated by the table below. These are a minimum expected tax average per day during a calendar month and a minimum increase in experience points per month.
C4.2. Each pre-requisite represents 50% of the total payment. Failure to pass 1 pre-requisite requirement set according to the table below will result in a reduced total payment of pay by 50%. Failure to pass both pre-requisite requirements will result in 100% loss of level pay and forfeit of clan rank payment.
C4.3. GCHQ clan government reserves the right to refuse a wage payment for any full member which exceeds 14 consecutive days of unauthorised absence.
C4.3.1. Any member who receives approval for authorised absence, a percentage of the wage will be agreed once the period of absence has been completed.
C4.3.2. System registered inactive members will not recieve any wage payment.
C5. GCHQ clan government reserves the right to refuse a wage payment for any member that shows signs of significant tax evasion. A non-miltary court ruling will also be issued and the offending member will be notified of the charges made and a full tax history investigation will be conducted by the Teasury Minister immediately.

C6. In the event of low Central Bank Funds the Clan Leader reserves the right to withhold bonuses until payday (not inculding initial entry bonus)
C6.1. In the event of very low Central Bank Funds that are insufficient to pay all members on payday then a equal fixed percentage reduction in pay will be placed on all members.
Emergency Credit Requests EFFECTIVE FROM 06/01/10 @ 17:40 GMT
E1. Trial members under no circumstances will be authorized any Emergency Credits until they become full members.
E2. Emergency Credit Limits have been set according to an individual members own level.

E3. Emergency credits will only be authorised to members that have not met the daily minimum tax requirements on the day of application during that month.
E4. Any member that abuses the system of Emergency Credits will forfeit any future bonuses and be banned from Emergency Funding.
E4.1. Any member found to be using emergency credits as a means of passing minimum tax requirements necessary for a full wage or for lottery consideration are at risk of a non-miltary court ruling being served for trying to hold onto emergency funding inorder to exploit the credit system.
E5. Emergency Credit Requests made by a member under no circumstances will be authorized for any member in cases that inculde the reckless bidding for a vengance ship, goliath ship, lf3 lazer, SG3N-BO2 shields and iris drones. For details on how to apply for these restricted items please refer to trade bidding allowance rules.
E6. All requests must be forwarded to the Clan Leader via darkorbit clan page only as soon as possible.
E6.1. Requests may take up to 5 days to be processed.
E6.2. Clan Leader has the right to DECLINE any request made.
Trade Bidding Allowance Rules EFFECTIVE FROM 06/01/10 @ 17:50 GMT
T1. Bidding allowances may be granted for the restricted items as listed in rule E5.
T2. All Full members are automatically placed onto a bidding register waiting list.
T2.1. Any Member currently engaged in non-military or court marshal proceedings will be excluded from consideration.
T3. Payment of the Bidding Allowence will take place according to a full membership review conducted by the GCHQ Clan Government.
T3.1. Members are required to apply for a bidding allowance before a review will take place.
T3.2. The GCHQ Clan Government reserves the right to refuse any request made for a bidding allowance.
T4. Payments will only be authorised when such a payment will not compromise the wage and emergency credit systems.
T4.1. Payments are fixed at 15 million credits
T4.2. All approved requests may take up to 5 days to be processed.
Payment of Special Payment Awards by Clan Leader Only EFFECTIVE FROM 06/01/10 @ 17:52 GMT
B1. The Clan Leader may grant a special payment award due to ordering a member to help another member thereby reducing their abilitie to generate an income for the purposes of the affected members tax income.
B1.1. Payments will be decided on a case by case basis and cannot be asked for in the clan chat rooms. You may appeal for a special payment award however this must be done via the clans messaging system only.
B1.2. Payments are not a right of any member these are awarded by the Clan Leader's Discretion.
Medals Awarded EFFECTIVE FROM 01/06/09 @ 12:00 GMT
M1. Only a maximum of 1 medal per nominated member may be issued on a 2-monthly basis.
M1.1. All nominations will be discussed within the GCHQ clan government and an assessment will be made as to which medal is awarded.
M1.2. There are no restrictions placed on the number of purple heart and legion of merit medals awarded. Therefore as an example if 2 members nominated were deemed suitable by the GCHQ clan government then both shall be rewarded.
M1.2.1. Only 2 maximum bronze star medals, 1 maximum silver star medal and 1 maximum Medal of Honour awarded within a single medal period.
M2. 2-Monthly reviews start from the set-up date of the Clan (07/02/09)
M3. Members have to recieve a nomination from a Lt commander or above.
M3.1. Nominations must be forwarded to the Clan Leader via darkorbit clan page only stating the member nominated and the reason for consideration.
M3.2. Nominations will only take affect on next Medal review.
M4. The determination of which medal is awarded by a majority vote within the GCHQ Clan Government. The member that forwards the nomination is only permitted to give a recommendation of which medal they believe to be fitting. The recommendation is not legally binding.
M5. Clan Leader reserves the right to remove a medal/s from any member found to be in breach of the General Clan Rules or in cases of very serious offences under the court marshall rules.
Payment of Lottery Awards EFFECTIVE FROM 28/06/09 @ 14:10 GMT
L1. Both lottery schemes commence after 12noon on Sundays and are concluded at 12midnight on Saturdays. The period inbetween is for administration.
L1.1. Payments of awards may take up to 3 days to be recieved.
L2. Any member currently charged or serving a sentence for an offence under both the court marshal and non military court rulings is excluded from both lottery schemes.
L3. GCHQ clan government reserves the right to suspend both lottery schemes without notice due to a lack of funding or for overall low clan performance.
L4. Entry into either scheme is based on the weekly percentage exceeded above the minimum expected requirement set according to level. Therefore all members are judged fairly.
L4.1. Entry to the tax income lottery is subject to an additional requirement that a member must register an experience point’s increase within that week to be considered for lottery entry.
L5. The members with the 3 highest valid percentage values will be awarded prizes of: 1st place 3 million credits, 2nd place 2 million credits, and 3rd place 1 million credits.
L5.1. The award places and amounts will remain the same for both draws.
L6. Trial members are excluded from BOTH Lottery Draws
Legal Non-Military Court Rules Relating to Credit funding EFFECTIVE FROM 01/11/09 @ 21:05 GMT
TAX EVASION RULES
In order to be convicted of Tax evasion the 1 or more of following conditions must be met:
- % AGE Over > -75%
- Longterm inactivity followed by return with last 7 days of the calander month
- Frequent activity and below minimum payments daily exceeding 14 days in a row.
- Even a regular high increase in experience points counts towards as knowing with intent to avoid payment of clan tax.
Exception 1: Tax evasion is not valid if the below minimum payment is coupled with no increase in experience points across the entire calendar month. If there is ANY increase in experience points during the calendar month this exception is void.
Exception 2: Tax evasion is not valid in the month a member joins the clan. This is to allow for equal treatment of all members and allow them time to be fully aware of the rules and procedures.
Punishment:
- Denied access to Treasury funds which includes: Bidding allowances, Wages, Bonuses, Clan quest Bonuses, Medal awards, and emergency funding.
- Repeat offenders will be permanently barred from any form of Treasury funding.
- Rank may be withdrawn and reduced to Cadet Level until the minimum tax (according to level) is paid for a minimum of 14 consecutive days.
LONG-TERM UNAUTHORISED INACTIVITY RULES
In order to be convicted of long-term unauthorised inactivity 1 or more of the following conditions must be met:
- No increase in experience points across the entire calendar month
- System registered inactive members
- You can still be convicted of this offence even if you comply with tax requirement, due to steady decrease in tax due to inactivity.
Punishment:
- Total loss of rank and demoted to cadet level.
- Restoration of rank will only occur when regular occasions of play have been recorded at a mimimum of 5 days of play with a gap in play not exceeding 14 days.
- Refused access to Treasury funds which includes: Bidding allowances, Wages, Bonuses, Clan quest Bonuses, Medal awards, and emergency funding.
- Removal of Medals.
- Removal from the clan if system registered inactive without piror approval to be granted authorised absence.
