Recruitment Policy

 

  • All applications will be by invitation only.
  • Only Full members ranked Commodore and above are authorised to accept applicants that wish to join GCHQ.
  • Any concerns or questions regarding the recruitment of new members are to be forwarded to the GCHQ Clan Government Recruitment Minister.  

Clan Leaders Executive Powers.

 

This is a list of Executive Powers that the Clan Leader Reserves the Right to activate in the interests of GCHQ.

  • Reserves the Right to withhold any additional funding to avoid a credit crisis within the central clan fund.
  • Reserves the Right to be immune to prosecution under both the military and non military rules.
  • Reserves the Right to be the only member authorised to modify the offical GCHQ clan website.

Welcome to GCHQ.

We uphold the principles of mutal respect and honour among all of our members and extend our hands in friendship to all honourable VRU players.

We have formed a GCHQ Clan Government to uphold our traditions and ensure the proper adminstrative running of the Clan.

We demonstrate our principles in all our actions and believe in fairness and openess with any decisions that affect the security of the Clan and the Company to which we all serve within.

GCHQ will provide assistance to any honourable VRU player that requests our help and remain loyal to the company in which it serves within.

GCHQ's mission is to gather intelligence on enemy movements within the borders of VRU.

We defend all new players and weaker ships from unwarranted attracks from terriosts and outlaws preying on the weak.

Our other mission is to build bridges with other clans within the Company to strengthen our intel on enemy movements and mobilise defense and attack measures.

 

 Military                                       General Clan Rules                          [Updated 06/01/10 @ 17:26 GMT]

 

G1. Causing a war to be declared against GCHQ due to a members individual actions either by firing first or stealing of cargo from any other VRU players is STRICTLY FORBIDDEN. ANY member found GUILTY of this offence will be Court Marshalled.

G1.1. ANY OUTLAW VRU that attacks ANY member of GCHQ unprovoked will be automatically considered an enermy of the state and FULL authorisation will be given to return fire in self defence only.

G1.2. The Definition of self defence for GCHQ members is to attempt to warn the offending VRU players to withdraw. All attempts are to be made by the effected GCHQ member to move to a neutral base or galaxy gate thereby preventing their distruction. Self Defence does not cover a member for killing and hunting down the VRU player if they have appoligised for their offence on the VRU chat room OR have showed signs of retreating from the effected GCHQ member.

G1.3. ANY honourable VRU that attacks a member of GCHQ may be the result of a miss fire occurance. In this case authorisation to return fire will not be granted. A diplomatic solution must be attempted first and only if the offending honourable VRU player repeats their actions then GCHQ members are allowed to fire in self defence only. However should a full diplomatic crisis occur from these actions then the GCHQ member in question may have to face the consequences of their actions and any possible punishment from the clan leader for poor dipolmatic judgement of the situation.

G1.4. We accept that some players have other accounts to rival companies, however we ask that if u see a GCHQ member on the map you DO NOT FIRE ON THEM. You would not need to come to our aid just REMAIN NEUTRAL.

G2. Any clan member that is removed/leaves the Clan may be granted re-entry at the sole discretion of the clan leader. This is on the understanding that any previous rank/positions held are not immediately restored and only if a position is available to welcome the player back.

G3. Respect the chain of command within the Clan. However you MUST provide assistance to all Clan members REGARDLESS of Clan rank.

G4. Any Clan member found to be abusing their rank within the Clan will be Court Marshalled by a Command level officer. Punishment may include denied access to treasury funds, demotion, or total removal from the Clan.

G4.1 Any Clan member that is a Commodore or above [except Clan Leader] that accepts applications for membership on behalf of an unauthorised Member will be Court Marshalled in accordance with rule G4. The responsibility of the offence comes from the superior officer and NOT the responsibility of the unauthorised member

G5. Any FULL member found to have negative honour will be released from the Clan.

G6. The use of similar names is strictly forbidden within GCHQ. This is for operational reasons and to aid other members in combat situations whereby it is critical that confusion between names does not cause unfair harm to other members.

G6.1. Changing a Screen name without notification given to the Clan Leader/ Admiral will result in a court marshall no less than a major offence in accordance with rule G4. 

G6.2. The use of creative fonts and characters within a members name is permitted. However should these font styles cause the name to be difficult to read the clan leader reserves the right for members to simplify their names and the fonts used to aid in identification. Failure to comply with this rule may result in court marshall.

G6.3. Therefore any member that changes their name without permission from the Clan leader risks a Court Marshall, in accordance with rule G4.

 

Non-Military                                 General Clan Rules                    [Updated 10/01/10 @ 14:03 GMT]

 

G7. All newly accepted members are subject to a 7 day trial period before being granted full membership.

G7.1. 60.000cr joining fee will be refunded only if a formal request is sent to the Clan Leader. No futher credit payments are permitted during trial period [exculding Full Member donations]

G7.2. A Trial member will only be granted full membership on the complete understanding and acceptance of all clan rules and procedures.

G7.3. Any Trial member that does NOT register an experience points increase during the 7 day trial period [without seeking authorised absence] will be at risk of being removed from the clan.

G7.4. Trial members are NOT protected under Articles 1, 2, 4, 5, & 6 of Clan Members Rights 

G7.5. Any new member that enters into the clan WILL NORMALLY serve as a FULL member of GCHQ at the maximum rank of Ensign for an additional period of 14 days before any promotion consideration can takes place above the Ensign rank. This is to ensure loyalty from the new member in question.

G7.6. In order to be promoted the full member in most cases pass the minimum requirements for consideration and achieve a majority vote of acceptance from the GCHQ Clan Government. However the GCHQ Clan Government reserves the right to ask for a special exemption in order to promote early. Exemption may only be granted as the discretion of the Clan Leader only. Some medals grant an honourary promotion as the reward for services to GCHQ.

G7.7. Promotions can only take place if a position is available. Holding a certain level only forms part of the critiera for a promotion. Therefore a members level does not grant them automatic status of the desired clan rank assoicated with the members level.

G8. Any FULL member that allows their account to remain inactive for more than 4 weeks without a justified reason will be automatically released from GCHQ without a wage.

G8.1. Any FULL member may be at risk of losing their GCHQ membership/rank  if they continue to demonstrate a severe lack of effort, commitment, regular abuses of the credit system, regular periods of longterm unauthorised absence or behaviour not acceptable to the rank held. Therefore if a new cadet/existing members wishes to join GCHQ/or qualify for promotion and all the positions are currently in use, the GCHQ Clan Governement reserves the right to remove/demote any at risk full member.

G8.2. The decision to enforce rules G8. or G8.1 requires a majority ruling by the GCHQ Clan Government [However G8. G8.1 & G8.2 rules do not apply to trial members see G7.3 above]. This action is taken if it is felt that the at risk member's continued role within the clan, is having a damaging effect to the overall clan rank. 

Military Court Marshall Rules [Updated 06/01/10 @ 17:30 GMT]

 

Any member found in breach of the Clan rules can find themselves in a Court Marshall situation.

A Court Marshall can only take place by a command level officer and only in the following situations:

  • Failure to follow orders
  • Incitement to Munity
  • Spying against GCHQ for other clans
  • Defection to MMO or EIC
  • The use of bad language against a fellow member
  • A breach of the Military General Clan Rules
  • Leaving a Clan Battle without reason.
  • Firing on a fellow member
  • Decalring war on a VRU clan without permission from Clan Leader.
  • Stealing of cargo from other VRU players or GCHQ members.
  • Poor Dipolmatic Judgement

 

The penalties for such actions taken by an individual member are graded as follows

 

Minor offence

Theses can be issued by any command level officer.

  • A GCHQ chat room written warning (first warning)
  • A written warning via a message on the Clan Page and Clan Leader informed if the offence is repeated (second warning)

 

Major Offence

A request is made to Clan Leader by a command level officer to impose this penallty if evidence can be presented that a second warning has been issued.

  • A temporary loss of Clan rank for upto 7 days (If warnings are ignored)
  • Banned entry from Clan Lottery Draws for upto 2 weeks 

 

Very Serious Offence

A request is made to Clan Leader by command level officer to impose this penality showed the offence be repeated within a 7 days after the rank is restored

  • Forfeit of Monthly Wage (Repeat of offence after loss of Clan rank time is served)
  • Potential stripping of medals earned for services to GCHQ

 

Extemely Offence

These can only normally be authorized by the Clan Leader.

In the planned long term absence of the Clan Leader this power can be given to Vice Admirals and above.

  • Released From the Clan and Banned from Re-entry.

 

The Clan Leader Reserves the Right to Court Marshell any member under the mentioned situations to any degree if it is felt in the interests of the Clan.

 

Non-Military Court Rules         [Updated 28/06/09 @ 13:50 GMT]

 

These cover offences thats are not related to the conduct of members during combat situations.

Notification to offenders will be sent via the Darkorbit Clan page message system via a government minister only.

 

A Non-Military Court Ruling can only be made in the following situations:

  • Abuse of GCHQ Clan Government position [exculding the prime minster].
  • The use of bad or aggressive language within all clan points of contact which inculdes any comments thats are viewed as offensive by any member. This inculdes  racisim, sexism, homophobia, ageism, or threating behaviour.
  • Members that abuse their administrative abilities within the clan on behalf of an unauthorised members. 
  • Trial members that have gone into a state of negative honour via accidental stealing of cargo during their Trial Period.
  • Harrassment of Command level officers from lower ranking officers to demand a nomination for a medal. 
  • Any attempt at leaving the Clan in search of another whilst still being a member of GCHQ.
  • Breaches of non-miltary General Clan Rules. 
  • Breaches of the Credit Rules and procedures relating to funding.
  • Tax evasion or making a fraudulent credit request 
  • Sharing or trading of accounts

 

Decisions are reviewed by the GCHQ Clan Goverment and verdicts are cast on an individual basis by a majority ruling.

 

Guilty verdicts will be notified to the entire clan via a message on the darkorbit clan page. The details of the punishment will also be displayed to all members.

 

Not Guilty verdicts will be notified to the entire clan via message on the darkorbit clan page. A formal apology will be issued on behalf of the GCHQ clan government and damages compensation will be disclosed.

 

Any member undergoing a non military court trial will have their rank and funding suspended pending the outcome of the government ruling.

 

All members for non military court trials have the right to make a formal appeal to the Clan Leader ONLY AFTER verdict and sentence has been passed.

 

Compensation Credits are given to all successful appeal members.

 

Policy for the Presentation of Evidence and Court Proceedings

 

  • When a charge has been issued the decision reached will be based on the following factors:
  • Statements will be taken from all parties relating to the offence.
  • A personal assessment will be conducted of the offending members history within the clan. This will include factors such as: attitude towards others, respect for the laws of GCHQ, company rank, clan rank, level, time of service, frequency of playing, chatroom manners, credit history, tax income, etc.
  • Strong evidence is any photographs or live action videos taken of the offence.
  • Medium evidence witness statement from a high ranking officer of the clan commodore or above.
  • Weak evidence personal statement from the offending member without witnesses.
  • In occasions whereby weak evidence is presented the GCHQ Clan government will judge in favour of the member/clan with more honour and status within VRU.
  • The law of GCHQ is primarily there to safeguard and protect the GCHQ Clan. This protection will not be compromised and therefore an individuals protection is limited if the GCHQ clan protection is compromised as a result of protecting of a single/minority of  member/s.
