CLAN GOVERNMENT OVERVIEW
- Governement meetings are held as and when required.
- The GCHQ Clan Government was founded to ensure fairness and proper administrative control over all the GCHQ Clan members.
- The Government have direct control over the rulings and procedures that allow the clan to function in an appropriate manner.
- The Government has no direct authority, over in game combat military decisions that have occurred, nor can it use its position within the Clan to cancel any orders given within the chain of command of GCHQ.
- Therefore any government minister can only cancel a miltary order according to thier individual rank and not on behalf of the government.
- Entry within the government will be by appointment only from the Clan Leader.
- In order to be considered for a Vacancy within the government the member must demonstrate that they are a regular player and hold a command level rank.
- The government may view some changes to the rules or procedures as inappropriate to sit in judgement on alone and with authorise a referendum for all members with voting rights, before any change takes effect.
- Due to the complex nature of government it is a requirement of all ministers to have access to Xfire/Voxli to enable voice chat during government meetings.
- Any member of the Clan is authorised to contact a member within the government of any issues they have.
- The final policy, rule, procedure, or non-miltary sentance decision will be by a majority ruling within the government.
- A Jury may be estabilished for non-miltary courts as a legal option for the Justice Minister if it can be proven that the government would be bias to an automatic guilty verdict before reviewing any of the evidence.
- The jury must be formed of all non government command level officers that are not present as a witness or envolved in the evidence of the case. The government must respect the jury decision. The jury will only be allowed to find defendant guilty or not guilty of the charges however the guilty sentence will be voted on and aggreed by a majority ruling of the government.
- All ministers have a duty to not disclose any information or classified government business to non government members without the expressed permission of the GCHQ Clan Government Prime Minister. Failure to do so may result in a non-military court order being filed against themselves.
MINISTER POSITIONS AND DUTIES
Prime Minister
- The highest position within the government is always reserved for the Clan Leader only.
- Acts as the chairman for all cabinet discussions.
- An official government meeting cannot commence without the presence of the Prime Minster or the expessed authorisation to continue in the Prime Ministers absence.
- In the event of an equal vote in favour and against the Prime Minster reserves the right to cast the deciding vote.
- The Prime Minister is the only Minister of government authorised to issue a formal non-military court order to any clan member. The verdict and sentence must be approved however by a majority ruling within the government.
- The Prime Minister cannot act alone without consultation of the government piror to any permenant changes to GCHQ Laws (including military rules).
- The Prime Minister if out voted by the rest of the government will abide by the majority ruling.
- Responsible for the Monitoring of the tax system within the Clan.
- Collect data regarding the transactions of credits within the system.
- Manage and make credit payments for the GCHQ Clan Lottery schemes.
Trade Minister
- Responsible for gathering information from GCHQ clan members regarding the details concerning any trade bids made.
- Advise GCHQ members on how best to apply their credits wisely within the trade function.
- Manage requests for bidding allowances and forward valid applications only to the Clan Leader/ Temporary Appointed Leader.
- Influence the government on policies and award levels relating to bidding allowances.
- The minister does have access to the Treasury Data however is not authorised to make any payments to members directly.
Intelligence Minister
- Develop means of gathering information on EIC and MMO via any legal means as their disposal.
- Monitor All chat rooms for known clan hoppers, outlaws, and rogue clans which could harm GCHQ.
- Develop a network of spys and informers to gather intelligence on other clans not allied to GCHQ.
- Influence the government on decisions regarding clan security based on intelligence gathered.
- The minister will not be authorised to reveal intelligence to any member of GCHQ without permission from the Clan Leader only.
Dipolmatic Relations Minister
- Act as the offical ambassador for GCHQ and point of contact for allied Clan Leaders.
- Manage all clan alliances that have been formed with GCHQ.
- Promote GCHQ values within VRU chatroom and encourage help with other honourable VRU clans.
- Influence the government on decisions regarding cross functional missions with allied clans.
- The minister will not be authorised to concluded any negoiations without informing the Prime Minister.
Justice Minister
- Responsible for the review of all existing rules and procedures within the clans offical website to determine any conflicts of interest or misleading information.
- Able to block any new rule being added from the government which can be proven to be harmful to any existing rule or procedure causing a weakening of existing rules and procedures.
- Influence the government on the details of individual non-military court sentences in accordance with existing rules and procedures.
- Manage and present appeals to the Prime Minister and advise on how best to proceed with these cases from a current legal viewpoint.
- The minister will not be authorised to issue non-miltary court order proceedings against any GCHQ members without permission from the Prime Minister.
- The minister has the legal power to opt for a trial by jury for non-miltary cases only.
Recruitment Minister
- Manage the recruiting of new members into the clan and present the benifits of joining to potential members in the clan search chat room.
- Monitor the progress of trial members and be there to support them during their trial period.
- Responsible for advising all members on how to progress within the clan's military and government structure.
- Influence the government on matters concerning the progression of members to the higher ranks and the means of achieving their goals.
- The minister will be responsible for the conduct off all trial members and may be held accountable for endorsing a new members application, if the member in question is convicted during a trial period.
State Minister
- Responsible for managing all internal security threats within GCHQ.
- Monitors all members for violations of GCHQ clan law and report on their findings to the GCHQ clan government.
- Instruct the military on approved tactical operations, coordinated attack missions, and military clan objectives.
- Provide advice to all members on matters concerning government policy, rules, procedures, website updates, and personal feedback of members.
- The minister will not have the authority to convict any member of GCHQ however will be authorised to issue a 'summons to court'. The Clan leader will assess the aligations and where there is merit will grant a non-miltary court order thereby validating the charges made by the State Minister.
Morale Minister
- Responsible for finding and forwarding methods for creating a sense of pride and achievement with the Clan.
- Provide encouragement and offer praise to members on behalf of the government for good performance.
- Manage any prize events or challenges (excluding medals) set by the government to all members.
- Influence the governement to ensure that the fun, enjoyment, and spirit of play within the clan is maintained.
- The minister will not authorised to make promises without piror approval from the Prime Minister to any member to maintain their loyalty and boost morale.
